This assessment helps program evaluators determine if a program is ready for an outcome evaluation. In order for a program to be ready for an outcome evaluation, it must meet four criteria:

  1. The program is clearly defined with a shared understanding of the audience, activities, objectives and goals.
  2. The outcome of the evaluation is clearly defined.
  3. The data needed to evaluate the outcome are easily accessible.
  4. The evaluations results will be used by the intended users.

Steps for Using Method/Tool

The model guides users through the seven steps of conducting an evaluability assessment:

  1. Plan for the evaluability assessment.
  2. Develop and clarify the program model.
  3. Confirm the program model.
  4. Determine if the program model is realistic.
  5. Assess evaluability.
  6. Summarize and communicate options for the program.
  7. Apply the evaluability assessment findings.
