Description

This public policy analysis tool is adapted for rapid decision-making, particularly in the context of a health emergency. It is designed for public health officials who conduct public policy analyses. The tool allows for flexibility in terms of available time and resources, while still providing structure to the analysis process.

Steps for Using Method/Tool

The 17 questions in this tool cover a broad spectrum of issues to be considered when conducting public policy analysis. Ideally the user will consider all issues; if that is not possible, users can identify certain dimensions as priorities while still conducting the analysis as comprehensively as possible.

The tool can be completed using one or more of the following data collection methods:

  1. Individual reflection
  2. Brainstorming
  3. Consultation with one or more experts
  4. Deliberative process bringing together relevant stakeholders
  5. Literature review (e.g., scientific and grey literature, administrative documents, surveys or databases)

This tool is designed to analyze one policy measure at a time. However, it is beneficial to strengthen such an analysis by comparing other possible options for achieving the same objective.
